MONITORING, EVALUATION AND LEARNING (PMEAL) (100%)
Based in Bujumbura, Burundi
Job Purpose
Oxfam Burundi is looking a PMEAL to join the Nyubahiriza Program. The Monitoring, Evaluation, Accountability Learning (PMEAL) supports the Nyubahiriza team and consortium in implementing and monitoring the program. The PMEAL is responsible for the day-to-day reporting and feedback from field to the Bujumbura office. The PMEAL supports the Nyubahiriza consortium in the fulfilment of reporting requirements and documentation as per donor and contract regulations, also in terms of administrative and logistical issues. Together with the project manager, the PMEAL contributes to the timely, efficient and effective implementation of the project in accordance with the project’s proposal and Logical Framework.
Monitoring and Reporting
• Support and contribute to the development and implementation of the PMEAL system, and learning agenda of the programme
• Conduct field visits for data validation and to monitor the quality and completeness of data sets ; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data ; capture and document lessons learned ; and champion the scaling up best practices
• Ensure that cross-cutting themes (gender transformation, conflict sensitivity and adaptive management) are effectively addressed/mainstreamed in PMEAL tools and project implementation
• Ensure maintenance of the PMEAL system including conducting reviews of progress against benchmarks, facilitating consultations and trainings, and coordinating reviews and updates
• Coordinate with PMEAL teams across Nyubahiriza consortium to ensure consistency of standards, harmonization of information and input from beneficiaries and sharing of learnings
• Compile periodic quantitative output reports from programme staff
Assessment, Surveys and Evaluation
• Support the design, implementation, dissemination and use of final evaluationand monitoring data in programme development, adjustment or review
• Provide technical and surge support for quantitative and qualitative analysis for assessments, donor reports, and other processes
• Support programme staff in planning for and executing PMEAL, including, data collection methodology and tools and data management, analysis and use
Learning, Accountability and Capacity Development
• Liaise with other MEL advisors fromNyubahirizaconsortium to follow up on learning agenda, and further publications
• Contribute to learning through supporting specific analysis, lessons learned and reports across the consortium
• Capacity building and training of programme and PMEAL staff on PMEAL technical and conceptual areas
• Support the use of mobile phone data collection by training field staff, creating questionnaire templates and providing administrative support (e.g. Kobo collect)
Qualifications :
• Bachelor’s degree in Degree in Statistics, social sciences/humanities discipline from a recognized university
• Post graduate training in M&E and/ project management is an added advantage
• Minimum 5 years’ practical experience and knowledge with progressive responsibilities, ideally with an INGO, in monitoring and evaluation, research and data management
• Demonstrated ability to build staff capacity and capacity strengthening best practices
• Knowledge of technical principles and concepts of learning and accountability
• Ability to meet deadlines and deliver required results in a timely and quality manner
• Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
• Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
• Knowledge of conflict sensitive monitoring and evaluation
• Fluency in English, French and Kirundi ; excellent written and oral communication skills, including facilitation and cross-cultural communication
Conditions :
• Starting date : As soon as possible
• Duty Station : Bujumbura, Burundi
• Duration of contract : 12 months
• A reasonable salary taking into account the realities of the country(category D1 of the salary grid)
